FORT BEND COUNTY FAIRGROUNDS
Rental Policies and Procedures
Thank you for considering our facility for conducting your function. The Fort Bend County Fairgrounds shall be available for private rentals in accordance with the following terms and conditions:
: All reservations must be made by applying at the Fort Bend County Fairgrounds office at 4310 Highway 36 S, Rosenberg, Texas. Reservations will be taken on a first-come, first-serve basis in accordance with the guidelines and policies of the County. It is the policy of the County to make the Fairgrounds facilities available for rental use, under the terms and conditions set forth herein; to as broad a spectrum of groups and individuals of the County as is feasible. The County reserves the right to adopt rules and fees schedules that promote this policy and to make changes to the rules and fee schedules as the County sees fit.
Reservations can be made by applying from 9:00 a.m. to 4:00 p.m., Monday through Friday, at the Fort Bend County Fairgrounds office, excluding holidays.
All fees associated with the rental, as set forth in this document, must be paid in full at the time of making the reservation. Please note that you may be charged for all the time you utilize the facility, including the time required for the setup and cleanup of your event.
2. COMPLIANCE WITH APPLICABLE LAWS
: The renter is required to be present at the Fairgrounds and available to County personnel during the entire course of the rental period. Renters using the facilities shall comply with all Federal, State and Local Laws. Furthermore, the renter assumes full responsibility and liability for the acts and omissions of his invitees, licensees, contractors, vendors, guests, relatives, friends and their respective invitees and licensees.
3. ALCOHOLIC BEVERAGES
: The sale, consumption or distribution of any alcoholic beverage at the Fairgrounds is expressly prohibited unless duly authorized by the facility manager or his/her designee prior to the event being conducted. The Facility Manager or his/her designee will determine the number of law enforcement officers required on an event by event basis. During the course of an event where alcohol is served, the County reserves the right to require additional law enforcement officers, limit the number of invitees, or to close down the event early if the County determines it to be in the best interest of public safety and necessity. In the event that your function is closed down, there will be no refund of monies to you for the unused time on your reservation. The renter is solely responsible for complying with all laws pertaining to the sale, consumption and/or distribution of alcohol at their event.
“NO” alcoholic beverages are allowed at a function where the main purpose and attendees are persons under the age of 21. This includes high school graduation parties, birthday parties, etc
All drinks and alcoholic beverages must be purchased by and through the Fort Bend County Fair Association, without exception. Payable by cash or cashier’s check two (2) weeks prior to lease date. Beer Sales in Building “B” are subject to a Temporary Beer License at a fee set by TABC to the renter. If the Texas Alcoholic Beverage Commission denies such license, neither the Fair Association nor Fort Bend County will be held responsible. The Fort Bend County Fair Association and Fort Bend County must approve all concession stands. The beverage agreement may be obtained from the Fort Bend County Fair Association.
4. RENTAL FEES
: The facility is available for rental seven days a week. The facility may be reserved in advance with the payment of the appropriate deposit and rental fee as shown in the attached schedule. No facility rentals will be available during the Fort Bend County Fair.
Please note that these rental hours also apply to the set-up and clean up of the renter’s event. Please
be advised that a $25.00 administrative fee may be charged to facilitate any changes made within
seven (7) days of the scheduled rental. This does not include fees associated with additional hours,
additional security, etc.
6. CLEAN - UP
: It is the responsibility of the renter to clean up the facility after use during the time frame of the scheduled event. This responsibility includes: 1.) Cleaning and neatly returning tables and chairs to their original location. 2.) Sweeping floors. 3.) Removing decorations and signage. 4.) Putting trash in receptacles. Should you decide to have the County handle the clean-up responsibilities, the rate will be $25.00 per hour, with a minimum fee of $50.00. If there is more damage than is covered by the deposit, the Renter is liable for the balance.
: Security fees are the responsibility of the renter. The type of activity will determine security requirements. The Law Enforcement Officers have the right to end an event.

8. COUNTY FUNCTIONS
: Programs conducted by the County will be given priority over any reservation requests. The County reserves the right to cancel any reservation that may conflict with a County sponsored event or activity. Every effort is made to minimize and/or eliminate the likelihood of such an occurrence.
9. YOUTH GROUP RESTRICTIONS
: Groups that are composed of youth seventeen (17) years of age and younger, must have one (1) adult chaperone present, at all times, for each fifteen (15) youth in attendance. Failure to comply could result in closing the event and deposit forfeiture.
: All decorations that need to be attached to the physical structure (walls, ceilings, etc.) of the Fairgrounds facilities must be pre-approved by the Facility Manager. We must insist that dance waxes, birdseed, rice, or similar items must not be used in the facilities or on its grounds. This is for user safety and the protection of the integrity of the Fairgrounds. Please be advised that if any such materials are used, you will forfeit your deposit, regardless of whether you took appropriate measures to clean the materials up.
11. TABLE COVERINGS
: Table coverings must be used on any table where food, beverage, paints or other liquids will be consumed or placed. Plastic, paper or cloth varieties are allowed. Table coverings must not be stapled to tables.
: The renter agrees to indemnify and hold harmless Fort Bend County, its officers, agents and employees harmless from any and all actions, claims, costs, damages and expenses, including but not limited to attorney’s fees and court costs, arising out of the use of the Fairgrounds by the renter, renters invitees, licensees, relatives, friends, and their respective invitees or licensees associated with the rental use of the Fairgrounds facilities.
13. PERSONAL LOSSES AND DAMAGES ARISING AT RENTAL
: Fort Bend County is not responsible for lost, damaged or misplaced property placed in or in its facility or grounds. Furthermore, the renter agrees that the County is released and discharged from any and all liability for loss, injury or damage to persons or property that may be sustained arising out of the use or occupancy of the Fairgrounds facilities and/or it’s grounds.
14. FACILITY ACCESS
: Arrangements will be made, with the Renter, to open and close the facility. In the event of an emergency, please contact the Sheriff’s Department Dispatcher at (281) 341-4666 for assistance.
: Please inform your guests and contractors that there is ample parking available on the Fairgrounds, and to please observe the fire lanes and handicapped parking notices.
16. OPEN FLAMES
: Absolutely no open flames, flame producing devices or any flammable and/or combustible materials are allowed inside the facilities. This includes, but is not limited to the following: candles, torches, incense burners, charcoal grills, Sterno burners, etc.. Please be advised that if this rule is infracted, you will forfeit your deposit, regardless of whether you took measures to rectify the infraction and clean up any resulting mess.
17. THERMOSTAT CONTROLS
: Please contact the Caretaker if you or your guests are not comfortable with the building temperature. The thermostats are very sensitive and expensive instruments. Do not attempt to make adjustments yourself. You will be financially liable for any damage caused if you or your guests tamper with these instruments.
: All cancellations must be requested by the renter in writing to the Facilities Manager, 4310 Highway 36 S, Rosenberg, Texas 77471. If applicable, all cancellation fees will be deducted from the fees paid at the time the reservation was made, prior to the refund being processed. The following refund schedule is strictly adhered to:
A. 45 days or more notice of cancellation: Full Refund
B. 20 thru 44 days notice of cancellation: 50% Refund
C. 0 thru 19 days notice of cancellation: 0% Refund
19. HOLIDAY RATES
: Holiday Rates will be applicable for all groups renting the Fairgrounds on any of these days: New Year’s Eve, New Year’s Day, Good Friday, Easter Sunday, Memorial Day, 4th of July, Labor Day, Thanksgiving Day, Christmas Eve, and Christmas Day. Rentals for these Holidays require a four (4) hour minimum at a premium rate of 125 % of the published rate. Any cancellations made on “Holiday Reservations” will not be refunded.
20. TABLES AND CHAIRS
: The use of tables and chairs are provided at no charge, for which the renter is responsible for set-up and takedown.
21. FACILITY MONITOR
: Upon the conclusion of your rental, a County employee will inspect the condition of the premises and verify that you have returned the premises in the condition that they were received. A final rental report form will be completed to acknowledge that you have fulfilled your responsibilities and that your deposit or a portion thereof, will be refunded.
: Liability Insurance is the responsibility of the Renter. A certificate of insurance must be presented to the Fort Bend County Facilities Manager before a function can be held. Requirements for liability insurance will be set by Fort Bend County, and must name Fort Bend County & the Fort Bend County Fair Association as additionally insured.
23. ROSENBERG FIRE DEPARTMENT
prohibits blocking of the following:
- Electrical Panels
Blocking any of the above will result in a fire code violation and will be subject to a fine.
24. ROSENBERG HEALTH DEPARTMENT
requires a food permit for all concessions on the Fairgrounds. Concessions without a food permit will be subject to a fine and the concession will be closed.
25. SMOKING POLICY
: No smoking allowed in any county building or within 25’ of entrance.
