Chief Frank Cempa Jr. manages the daily operations of the Precinct 1 Constable’s Office and reports to Constable Mike Beard. Chief Cempa is a 4th generation public servant in his family, has 28 years of law enforcement experience, and possesses a Master Peace Officer certification through the Texas Commission on Law Enforcement. Chief Cempa has worked in Emergency Communications, Jail and Patrol Divisions during his career. He was named 2003 Patrol Deputy of Year at the Fort Bend County Sheriff’s Office. Chief Cempa graduated from the University of Houston- Downtown earning a Bachelor of Science Degree and is a 2018 FBI LEEDA Trilogy Leadership Award recipient.

Lieutenant Cory Hansen is responsible for the training of personnel, maintaining our L3 dash and body worn camera systems, issues assignments to the Reserve Deputy Unit, supervises the Sergeants and manages the Patrol Division. He also assists in conducting background and internal affairs investigations. Lieutenant Hansen is an Advanced Peace Officer through the Texas Commission on Law Enforcement and has over ten years of experience. Lieutenant Hansen has previously served at the Fort Bend County Sheriff's Office where he worked in the Jail, Patrol and Criminal Investigations Divisions. Lieutenant Hansen is a 2019 FBI LEEDA Trilogy Leadership Award recipient.

Sergeant Ervin Dittfurth

Sergeant Ervin Dittfurth supervises the Warrant Division, two Alternative Learning Centers, Justice of the Peace 1-1 & 1-2 Bailiffs and the deputy assigned to Juvenile Detention. Sergeant Dittfurth is a Master Peace Officer with the Texas Commission on Law Enforcement and has 39 years of law enforcement experience. Sergeant Dittfurth earned an Associates of Applied Science Degree through Wharton County Junior College and earned a Civil Process Proficiency Certificate.

Sergeant Ervin Dittfurth

Sergeant Terri Southall supervises the Civil Division and Writ Unit. Sergeant Southall is an Intermediate Peace Officer through the Texas Commission on Law Enforcement with nearly 10 years of job experience. Sergeant Southall previously served the Wharton County Sheriff’s Office and the Fort Bend County Sheriff’s Office where she worked as an Advanced Telecommunications Officer.
