An undercover minor decoy (14, 15 or 16 years old) accompanies an undercover deputy inside a retailer location with the purpose of attempting to purchase tobacco products. If tobacco is sold to the minor, a citation is written by a uniformed deputy for the offense. If tobacco is not sold, then the store is presented a certificate of compliance, suitable for framing.
