Emergency Operations/Communications Division

Captain Matt CarterCaptain Matt Carter is the Commander of the Emergency Operations/Communications Division. In this role, he oversees all emergency preparedness, regional Homeland Security asset management, and disaster response activities of the Sheriff’s Office as well as the 911/Communications Center operations.

Captain Carter began his law enforcement career in 1992 when he joined the Bellville, Texas Police Department as an evening shift Dispatcher while attending Blinn College. Captain Carter became a certified peace officer in June 1995 when he completed the Gus George Law Enforcement Academy. He joined the Fort Bend County Sheriff’s Office in September 1995, beginning his career in the Detention Division. During his nearly 21 years at the Sheriff’s Office, Captain Carter has served in the Detention Division, Patrol Division, Criminal Investigations Division, Training Division, and Identification Division.

Captain Carter graduated Magna Cum Laude with a Bachelor of Science in Criminal Justice from the University of Houston-Downtown. He is currently enrolled in graduate school at the University of Houston-Downtown, pursuing a Master of Science in Criminal Justice. Captain Carter is a graduate of the 235th Session of the FBI National Academy and holds Master Peace Officer and Advanced Instructor Certificates from the Texas Commission on Law Enforcement (TCOLE).
