County Judge Declares Local State of Disaster

FORT BEND COUNTY, TX – At 9AM this morning, August 24, 2017, County Judge Bob Hebert declared a local state of disaster in Fort Bend County in anticipation of the effects of the rapidly strengthening Tropical Storm Harvey. Judge Hebert stated, "This declaration initiates a full range of preparation efforts for Harvey, which is now expected to make landfall as a Cat 2 Hurricane with sustained winds of 105mph and gusts to 125mph! This is a dangerous storm and I urge all citizens to be prepared to protect themselves and their loved ones who might need assistance as the storm approaches.”

County Judge Bob Hebert has ordered that Fort Bend County offices be CLOSED through Monday, September 4, 2017, because of the dangerous flood conditions. 2018 Budget
Elections Administration Office Closed July 30 through August 1, 2018

To better serve the voters of Fort Bend County, the Office of Elections Administration will be closed Monday July 30, 2018 through Wednesday August 1, 2018 to allow departmental staff to attend Election Law training conducted by the Texas Secretary of State.

The office will resume normal hours on Thursday, August 2, 2018.

We are committed to enhancing Fresno's parks and facilities through a comprehensive strategy that involves building, upgrading, and renovating existing spaces. Our plans include the development of a brand-new Boys & Girls Club, as well as an improved Mustang Community Center and Park. We're also excited to introduce Sundial Park and collaborate with the City of Arcola and surrounding MUD Districts to establish new parks and community centers. These projects are made possible thanks to the support of voter-approved Park Bonds.

The 10 Point Plan

1. MOBILITY

The Fresno Plan envisions street infrastructure improvements, enhancing pedestrian and bike access, improving safety for all users.

2. DRAINAGE & FLOOD CONTROL

Protecting residents and their properties from flooding is a top priority in the Fresno community. To achieve this, multiple strategies and projects have been put in place:

  • Regional Detention Facility: Fort Bend County, with the support of the General Land Office (GLO), has secured a federal grant for the Regional Detention project. This initiative aims to create a regional detention facility that will serve Fresno and surrounding areas, effectively managing stormwater runoff during heavy rainfall and reducing the risk of flooding.
  • Mustang Bayou Improvements: The community has approved an $86 million bond in the 2019 election specifically designated for improvements to Mustang Bayou. These enhancements will enhance the bayou's capacity to handle increased water flow, mitigating flood risks for residents along its banks.
  • Integration with Mobility Projects: As part of the broader mobility initiatives outlined in the 2023 bond, drainage and flood control considerations have been integrated into new construction projects. This includes road and infrastructure improvements aimed at enhancing drainage systems and reducing flood vulnerability in the Fresno area.
  • Maintenance and Upkeep: The Road & Bridge department is actively involved in ongoing maintenance efforts to ensure the effectiveness of drainage infrastructure. This includes regular cleaning and re-grading of ditches along streets in the Fresno community, optimizing their functionality and reducing the likelihood of blockages during heavy rainfall events.

By implementing these comprehensive measures, the Commissioner Prestage is proactively addressing drainage and flood control challenges, safeguarding residents and properties against the devastating impacts of flooding and ensuring a more resilient future for the area.

3. PUBLIC HEALTH

Ensuring access to quality healthcare services is essential for the well-being of the Fresno community. To address public health needs effectively, the following initiatives are underway:

  • Proposed Addition of a Clinic: Plans are underway to establish a new clinic in Fresno equipped with a qualified health program. This clinic will serve as a vital healthcare resource for residents, offering a range of medical services and programs to address various health concerns within the community.
  • Introduction of the WIC Program: The introduction of the Women, Infants, and Children (WIC) program is a significant step towards promoting the health and nutrition of low-income women, infants, and children up to age 5 in Fresno. This program provides essential support, including nutritious food supplements, education on healthy eating practices, and referrals to healthcare services, ensuring that vulnerable populations receive the care they need to thrive.
  • Mosquito and Vector Control: To mitigate the risk of vector-borne diseases, such as West Nile virus and Zika virus, comprehensive mosquito and vector control measures are being implemented in Fresno. These efforts aim to reduce mosquito breeding grounds, implement targeted insecticide treatments, and educate the community on mosquito prevention strategies to safeguard public health.
  • Improvement of Septic Violations Enforcement: Addressing septic violations is crucial for protecting public health and preventing environmental contamination. Efforts to improve the enforcement of septic violations in Fresno are underway, ensuring that septic systems are properly maintained and pose no health risks to residents or the surrounding environment.

Through these concerted efforts, Commissioner Prestage is committed to promoting and protecting the health and well-being of its residents, fostering a healthier and more resilient community for all.

4. PUBLIC WATER & SEWER

Access to reliable and efficient water and sewer services is essential for the health and prosperity of the Fresno community. To address these infrastructure needs, the following initiatives are being pursued:

  • Collaboration with Local Entities: Fort Bend County Precinct 2 is actively coordinating with Fort Bend Fresh Water Supply District #1, the City of Arcola, and adjoining Municipal Utility Districts (MUDs) to enhance water and sewer services in Fresno. This collaborative approach ensures effective planning and coordination of infrastructure projects to meet the growing needs of the community.
  • Creation of TIRZ: The County's creation of the Fort Bend County Tax Increment Reinvestment Zone (TIRZ #2) represents a significant investment in the infrastructure of the Fresno area. Through the TIRZ, tax revenues generated within the zone will be reinvested back into the community, providing funding for critical water and sewer infrastructure improvements and expansion projects.
  • Identification of Additional Infrastructure: Efforts are underway to identify suitable locations for the construction of an additional wastewater treatment plant and water well in Fresno. These infrastructure enhancements will increase capacity, improve efficiency, and ensure the long-term sustainability of water and sewer services for residents and businesses in the area.

By leveraging partnerships, innovative funding mechanisms, and strategic planning, The Fresno Plan is poised to enhance the water and sewer infrastructure in Fresno, laying the foundation for continued growth, development, and prosperity in the community.

5. PUBLIC SAFETY

Ensuring the safety and security of residents is paramount for fostering a thriving and vibrant community. To address public safety concerns effectively, the following initiatives are being implemented:

  • Deployment of Dedicated Officers: Plans are in place to assign up to 10 dedicated officers to the Fresno community, funded through County Assistance Districts (CADs). These officers will work closely with local law enforcement agencies to patrol the area, respond to emergencies, and address community safety concerns proactively.
  • Establishment of Sheriff's Office Substation: A Sheriff's Office substation will be established at the Mustang Community Center, providing a visible and accessible presence for residents to seek assistance and report incidents. This substation will serve as a hub for law enforcement activities in Fresno, enhancing response times and community engagement.
  • Enhanced Animal Control Measures: Efforts to increase enforcement of animal control regulations, particularly concerning dangerous dogs, are underway to mitigate risks to public safety and prevent incidents of animal-related harm in the community.
  • Continued Collaboration with Emergency Services: Collaboration with Emergency Service District #7 (ESD#7) and the Fort Bend County Ambulance Service will be continued to ensure prompt and effective emergency response capabilities in Fresno. This partnership facilitates coordinated efforts to address medical emergencies, fires, and other critical incidents.
  • Installation of Safety Cameras: The implementation of safety cameras aims to enhance surveillance and monitoring capabilities in Fresno, deterring criminal activity and providing valuable evidence for law enforcement investigations. These intelligent cameras are part of a holistic public safety platform designed to improve situational awareness and support crime prevention efforts throughout the community.

Through these comprehensive public safety initiatives, Commissioner Prestage is committed to creating a secure and resilient environment where residents can live, work, and thrive with confidence.

6. PARKS & RECREACTION

Enhancing parks and recreational facilities plays a vital role in promoting community health, well-being, and social cohesion. To enrich recreational opportunities and improve park amenities, the following initiatives are underway:

  • Completion of Sundial Park: The construction of Sundial Park, a new recreational space in Fresno, is nearing completion. This addition will provide residents with a vibrant outdoor destination featuring amenities such as playgrounds, walking trails, and picnic areas, fostering opportunities for leisure, exercise, and community gatherings.
  • Updates to Mustang Community Center: Significant updates and improvements are being made to the Mustang Community Center to enhance its functionality and appeal as a hub for recreational activities and community events. New updates include the addition of an indoor pool, offering residents access to year-round aquatic recreation and fitness opportunities.
  • Expansion Plans for Senior Center: Plans are in development for the establishment of a Senior Center in Fresno, catering to the recreational and social needs of older adults in the community. This dedicated facility will offer a range of programs, activities, and services tailored to promote active aging, socialization, and overall well-being among senior residents.
  • Development of Boys & Girls Club: In addition to the Senior Center, plans are also underway for the development of a Boys & Girls Club facility in Fresno. This initiative aims to provide children and youth with safe and enriching after-school programs, mentorship opportunities, and recreational activities, empowering them to reach their full potential and fostering positive youth development in the community.

By investing in the construction, renovation, and expansion of parks and recreational facilities, The Fresno Plan is committed to creating inclusive and accessible spaces that promote active living, social interaction, and community pride for residents of all ages.

7. BUSINESS DEVELOPMENT

Fostering a thriving business environment is essential for economic growth and prosperity in Fresno. To support business development efforts, the following initiatives are being pursued:

  • Establishment of Economic Development Office: The County has established the Fort Bend County Economic Opportunity & Development office, dedicated to supporting new and existing businesses in Fresno and beyond. This office serves as a central hub for business resources, providing guidance, support, and incentives to entrepreneurs and established businesses alike.
  • Commitment to Inclusive Growth: The Economic Opportunity & Development office is committed to fostering inclusive growth by working with minority-owned businesses. A proposed Minority Business Development Program will be housed within the office, providing targeted support and resources to minority entrepreneurs to promote their success and contribute to the overall economic vitality of Fresno.
  • Utilization of County Assistance District (CAD) Funds: The County Assistance Districts (CADs) play a crucial role in advocating for growth and development in Fresno. CAD funds will be strategically allocated to support business initiatives, infrastructure improvements, and economic development projects that enhance the business climate and attract investment to the area.
  • Partnerships for Prosperity: Fort Bend County collaborates closely with all communities and stakeholders to ensure continued prosperity and economic vitality. By working in partnership with local governments, business associations, and community organizations, Fresno can capitalize on opportunities for growth and create an environment that fosters entrepreneurship, innovation, and long-term success for businesses of all sizes.

Through these collaborative efforts and strategic investments, The Fresno Plan hopes to create an atmosphere that attracts new businesses, supports existing enterprises, and drives economic growth and prosperity for the entire community.

8. AFFORDABLE HOUSING

Ensuring access to affordable housing is essential for promoting equity, stability, and quality of life in Fresno. To address housing affordability challenges, the following initiatives are being pursued:

  • Partnership with Housing Finance Corporation: Fort Bend County Precinct 2 is collaborating with the Fort Bend Housing Finance Corporation to expand access to affordable housing options in Fresno. Through this partnership, low-interest mortgage loans will be made available to support the development of new homes, making homeownership more attainable for residents and families in the community.
  • Incentives for New Housing Development: In addition to mortgage loan assistance, incentives will be offered to developers to encourage the construction of new housing units that are affordable to a range of income levels. These incentives may include tax breaks, fee waivers, or grants to offset development costs and promote the creation of diverse housing options in Fresno.

By working collaboratively with housing finance entities and offering incentives for new housing development, The Fresno Plan will expand access to affordable homeownership opportunities, fostering a more inclusive community, and improving overall quality of life for residents.

9. CIVIC & COMMUNITY DEVELOPMENT

Encourage civic clubs, youth organizations, and organized sports leagues to foster a sense of community. 

10. COMMUNICATION & TRANSPARENCY

Building trust and fostering open communication between local government and the community is essential for effective governance and community engagement. To enhance communication and transparency, the following initiatives are being implemented:

  • Regular Townhall Meetings: Fort Bend County Precinct 2 is committed to hosting regular townhall meetings to provide residents with opportunities to engage directly with elected officials, voice their concerns, and receive updates on key initiatives and projects. These meetings serve as forums for open dialogue, enabling elected officials to listen to residents' feedback, share information, and address community needs and priorities in a transparent and accessible manner.
