Contract Deputy Program

Fort Bend County Pct. 1 Constable’s Office has deputies specifically assigned to neighborhoods through a contract program where the Homeowner’s Association (HOA) or Municipal Utilities Districts (MUD) pay for the extra patrol. This program is supplemental to the district units assigned to a geographic area typically by the Sheriff’s Office. This program benefits the neighborhood by having deputies available with shorter response times and allowing the assigned deputies to build relationships with the residents. The deputies provide supplemental law enforcement in those areas through a contract between the Constable’s Office and the Homeowner’s or Property Owner’s Association of a subdivision, Municipal Utility Districts, or the Fort Bend Toll Road Authority.

Our Office has seen remarkable success with the program, as is the result of our highly-trained deputies and outstanding community relations. We maintain a proactive stance on crime, focusing on prevention, community involvement and education, rather than a reactive response. The contracting governing board is provided a comprehensive report of all activity performed by all deputies in their patrol contract and are constantly updated on any crime problems we encounter.

Civil Division

Deputies in the Civil Division serve a wide variety of court documents issued by Justice, County, District Courts, as well as courts from out of state. These documents include, but are not limited to, the following:

  • Writs of Sequestration
  • Eviction Suits
  • Writs of Possession
  • Citations
  • Show Cause
  • Civil Subpoenas
  • Criminal Subpoenas
  • Criminal Summons
  • Retraining Orders
  • Protective Orders
  • Writs of Garnishment (seizing of money or financial instruments)

In addition to serving these different processes, deputies also perform duties as the Justice Court bailiff. They are required to keep the peace and maintain a presence at every session of court.

Deputies in the Civil Division serve more than 9,000 court documents each year.

The Fort Bend County Precinct 1 Constable’s Office recognizes that law enforcement’s image and reputation depend on the personal integrity and discipline of all agency employees.  The Precinct 1 Constable’s Office pledges to competently and impartially investigate all allegations of misconduct by employees and complaints bearing on the department's response to community needs. 

Members of the public who are dissatisfied with how law enforcement service was provided, a failure to provide service, improper attitudes or behavior are encouraged to bring this to the attention of our office. Service-related complaints will be investigated, and proper corrective action will be taken as necessary.

Members of the public who have been victim of deputy misconduct or who have witnessed deputy misconduct are encouraged to report the misconduct to the Precinct 1 Constable’s Office.  Allegations of misconduct will be thoroughly investigated, and sustained allegations could result in additional training, counseling, reprimand, suspension, termination or, in the case of criminal allegations, referred to the criminal justice system.

A disagreement over the validity of a traffic citation is not a matter of misconduct. Such disagreements should be directed to the court that has jurisdiction in the matter.

How to file a complaint

Members of the public wishing to make a complaint may contact the Precinct 1 Constable’s Office in person, by phone, mail or by email as listed below.  State law requires that formal complaints of misconduct involving police officers be sworn under oath and notarized.  A complaint form will be supplied by our office.  Complaint Form  [PDF]

Constable Precinct 1

Chad Norvell, Constable Precinct 1

Constable Chad Norvell was elected to serve the residents of Fort Bend County, Precinct 1, effective January 1, 2021. Constable Norvell has been in law enforcement since 1993, with all of his service being in Fort Bend County. He most recently served as the Chief Deputy for the Fort Bend County Sheriff’s Office. Norvell has a BS in Organizational Leadership and is a graduate of the School of Police Staff and Command at Northwestern University. Constable Norvell resides in Firethorne and is the first Fort Bend County official elected from the Katy-area. Prior to entering law enforcement, Norvell proudly served his country in the United States Marines.
