Veronica Martin

Lieutenant Veronica Martin is a distinguished law enforcement executive with over two decades of service, currently leading at the Fort Bend County Precinct 3 Constable’s Office. Her career is defined by visionary leadership, operational excellence, and a deep commitment to justice, transparency, and community trust.

From her early days as a peace officer to her current role, currently as a Lieutenant, she has consistently advanced through the ranks by demonstrating strategic foresight, emotional intelligence, and an unwavering dedication to public safety. Her leadership spans critical divisions including Civil Process, Court Security, Internal Affairs, Fleet Operations, Patrol Division, and Budget Coordination – each managed with precision, integrity, and a focus on community impact. Known for her strategic insight and unwavering integrity, Lieutenant Martin ensures operations excellence while fostering a culture of accountability and public trust.

In addition to her command responsibilities, she serves as the agency’s Public Information Officer, Internship Program Coordinator, and maintains key liaison roles with judicial and regulatory partners. Her commitment to professional development is reflected in her oversight of training programs and mentorship initiatives that elevate both individual deputies and the department, while cultivating a culture of accountability and excellence.

Lieutenant Martin’s academic foundation includes a Bachelor of Science degree in Criminal Justice from East Texas A&M University, (with an emphasis on Leadership with honors), complemented by elite leadership training through the prestigious Law Enforcement Management Institute of Texas Leadership Command College (LEMIT) at Sam Houston State University’s executive program which includes the Texas Leadership Command College at LEMIT, and Leadership Inventory for Female Executives at Sam Houston State University. In addition to prior leadership training, she earned the FBI-LEEDA Trilogy Award through completion of the Supervisor, Command, and Executive Leadership Institutes, a testament to her strategic growth and enduring commitment to ethical leadership. She holds a Master Peace Officer Certification, underscoring her expertise and commitment to continuous growth.

Her approach to law enforcement is rooted in transparency and community engagement. Whether managing complex operations or guiding emerging leaders, Lieutenant Martin exemplifies the values of service, respect, and resilience that define Precinct 3. professional achievements. Lieutenant Martin values personal connection and balance, nurturing creativity and resilience through family time and reflective practices. Louis Urrabazo

Chief Louis Urrabazo has extensive experience in the United States Armed Services. Chief Urrabazo started his Law Enforcement career as a Patrolman/K9 handler achieving the rank of Staff Sergeant. During his time in the Military he held vital roles to include K9 Supervisor trainer, Investigator, Community Liaison and Patrol Sergeant. During his time in the military, he received numerous accommodations and medals including a Global War on Terrorism Medal. Chief Urrabazo's outstanding service in the military led him to being selected and assigned to Joint Special Forces Operational Command as a civilian K-9 Handler. Chief Urrabazo was assigned to the U.S Army 3rd Ranger Battalion Serving in Iraq and Afghanistan. During his deployment, Chief Urrabazo successfully completed over 100 combat missions and was awarded a Letter of Appreciation for his bravery and contributions during Operation Iraqi Freedom.

Chief Urrabazo graduated from Alvin Community College Police Academy achieving a TCOLE certification for Law Enforcement. Chief Urrabazo also attended Alvin Community College and graduated with an Associate of Law Enforcement and Police Administration.

Prior to His Law Enforcement Career, Chief Urrabazo had a career as a regional canine supervisor with the Shell/Motiva refineries, were he accepted a role as an explosive canine supervisor. He was responsible for the screening of all personnel, vehicles and packages that enter the facility. Coordinated and conducted training for all canine personnel assigned to the region. Chief Urrabazo also performed duties as a private investigator, investigating issues that could possibly affect personnel safety. 

Chief Urrabazo was a Sergeant with Harris County Constable Office Precinct 2, where he devoted his time, training, to developing and supervising fellow deputies. He started as a reserve deputy with the Constable Office under the profound direction of Constable Christopher Diaz. Louis was promoted to a full-time deputy where he excelled in his job performance. Chief Urrabazo became an asset to Precinct 2. Chief Urrabazo attended courses to become a field training officer and a basic instructor. Chief Urrabazo was promoted to rank of night shift corporal, then night shift Sergeant where he provided hands-on leadership to his subordinates. 

Chief Urrabazo left the Constables Office to pursue a career in the private sector. He then took on a task as Chief Operations officer for one of the Largest Retail Companies in Texas. His duties included overseeing and supervising day to day activities and over 500 personnel. His efforts grew the company to over 200 retail locations..
