Director of Information Technology

Roles and Responsibilities

The Director of Information Technology is an Executive Manager reporting directly to Commissioner’s Court. The Director works with Commissioners Court, other elected officials and department heads to provide information technology components for strategic planning and the implementation of information technology components within approved strategic plans. The Director also provides central Information Technology (I.T.) policy direction for all county departments and supervises and directs the I.T. Department personnel. Under the direction of Commissioners Court, the Director is responsible for managing and coordinating the development, operation and the maintenance of the County’s information technology systems.

Essential Duties

  • Serves as the county’s resource for information technology guidance while directing and supervising a highly technical staff in the planning, development, and coordination of the county’s I.T. systems.
  • Consults with elected officials and department heads to ensure that county I.T. needs are identified, understood, properly prioritized, and appropriately addressed.
  • Coordinates with all elected officials, county departments, organizations, other government and public agencies to establish and maintain data management that efficiently and effectively meet the county’s information technology needs.
  • Recommends appropriate long-range information technology projects for funding as part of the county's strategic planning process.
  • Reviews and recommends appropriate computer hardware, software and data communication equipment acquisitions, as well as oversees the installation and maintenance of that equipment.
  • Works to develop and maintain appropriate standardization of hardware and software throughout the county. Develops ongoing training programs for standardized software applications. Works to ensure that the I.T. staff remains technologically competent through an ongoing technical training process.
  • Prepares and presents the annual operating and capital budgets for the Information Technology Department.
  • Recommends technical standards for the purchase, implementation and operation of computer hardware, software and networks as part of the county’s strategic planning process.
  • Recommends countywide policies and standards for privacy, security and protection of data integrity in technology infrastructure, electronic commerce and technology vendor relationships as part of the county's strategic planning process, as well as oversees the implementation of adopted policies and standards.
  • Establishes and maintains effective public relations in a complex environment involving technical and non-technical personnel.
  • Directs, plans and implements department operations and activities.
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
