County Clerk

New Seal Requirement for Notary Public

After January 1, 2016, the Secretary of State is required to issue an identifying number to a notary public who applies for a commission or a reappointment on or after the effective date of the act.

During the 2015 session of the Texas Legislature a new requirement was created affecting the position of Notary Public. H.B. 1683 amends Section 406.013(a) of the Texas Government Code with this new requirement.

After January 1, 2016, the Secretary of State is required to issue an identifying number to a notary public who applies for a commission or a reappointment on or after the effective date of the act. Therefore, since a notary commission is good for four years in the state of Texas, any notary seal with an expiration date prior to 2020 will not be rejected by the Fort Bend County Clerk’s office because those would have been issued or renewed prior to 2016.
