On March 3, 2015, information regarding the Texas Countywide polling place program was presented to the Fort Bend County Commissioners Court by County Elections Administrator John Oldham. This begins the process of soliciting public input and of determining if “Vote Centers” would be a good fit in Fort Bend County.
Fort Bend County earned Platinum Leadership Circle status for taking a proactive approach to financial transparency.
Currently, the county's Financial Transparency Report contains comprehensive annual financial reports dating back to 2001, budgets from 2011 forward and check registers since 2012. New check register reports are added weekly after the commissioners' court approves expenditures and checks are issued. These documents are placed online by in-house staff without using specialized software. All documents are converted into PDF files allowing easy public access at minimal expense.
At the outset, county officials decided which documents would be most useful to the public, then determined how to prepare them for online posting. The commissioners court provided input on what it wanted in the disbursement report (check register), including a short description of each payment and year-to-date vendor totals, which were incorporated into the report.
According to Pamela Gubbels, director of finance and investments, important transparency steps to consider include but are not limited to:
Rather than being an added expense, having these documents online has saved the county money by reducing printing costs.
“Over the past few years we have found that including more information online makes it more accessible to the community, granting agencies and other interested parties to view without having to send a hard copy of information,” said Amy Hartman of the county Auditor's Office. She added that the county is in the process of including all financial statements online, not just the annual statement.
The best thing about the project, Gubbels says, is that “financial transparency allows taxpayers to see how their tax dollars are being used.”

Fort Bend County, Texas — On May 7, Fort Bend County Judge Bob Hebert proclaimed Children's Mental Health Awareness Day. Fort Bend County joined more than 1,100 communities across the country in celebrating the Substance Abuse and Mental Health Services Administration’s (SAMHSA) National Children’s Mental Health Awareness Day to highlight the importance of positive mental health from birth.
Fort Bend County Behavioral Health Services offers services to children starting at birth through late adolescence struggling with behavioral disorders. Many of these children are involved in child welfare and juvenile systems. FB Behavioral Health works with the children, their families or caregivers, multiple agencies and the courts, including the Fort Bend Juvenile Detention Center and the Infant Toddler Court, to ensure that these children receive the services and supports they need to meet their goals at home, at school, and in the community.
“Awareness Day is an opportunity for us to join with more than a thousand communities across the country in celebrating the positive impact that we can have on the lives of children, youth and young adults when we are able to integrate positive mental health into every environment,” said Dr Almeida, Director of Fort Bend Behavioral Health and a licensed psychologist and licensed specialist in school psychology. “When we focus on building resilience and social-emotional skills in our children, starting as early as possible, we can help our children thrive and succeed."
Resiliency and skills to cope with stress are critical to our children. Fort Bend County Behavioral Health Services has developed several partnerships to ‘wrap” services around children and their families. We will continue to focus on the integration of care and community support as well as the elimination of stigma associated with mental illness. All of our children need a safe place to grow, thrive and reach their full potential.
