Ana Martinez – Director, Community Development Department, is a seasoned leader with more than 15 years of experience in community development, disaster recovery, and public sector management. As Director of the Community Development Department, she brings a proven record of designing and implementing programs that strengthen neighborhoods, expand housing opportunities, and foster equitable growth. Ana has led the development and launch of more than $700 million in federally funded disaster recovery programs, administered financing for over forty multifamily developments creating 4,700 affordable and market-rate housing units, and overseen $300 million in public facilities projects across Houston. Her leadership has advanced initiatives ranging from small rental and economic development programs to multifamily buyouts and Section 108 loan portfolio management.

Prior to joining the Department, Ana held leadership roles as Grant Manager with APTIM, Development Manager for Harris County, and Deputy Assistant Director with the City of Houston’s Housing and Community Development Department. In these positions, she directed multi-million-dollar budgets, managed diverse teams, and ensured compliance with HUD, FEMA, and local regulations. She is recognized for her ability to translate strategic priorities into measurable outcomes while building strong partnerships with public agencies, private developers, and nonprofit organizations. Ana holds a Bachelor of Business Administration from the University of Houston. Her career reflects a deep commitment to advancing opportunity, resilience, and quality of life for all communities.
