CDBG
The Community Development Block Grant Entitlement Program has the primary objective of developing viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low-and moderate-income persons. The program is directed toward neighborhood revitalization, economic development, and the provision of improved community facilities and services. Fort Bend County is responsible for developing its own programs and fund priorities but is not limited to activities that address one or more of the following national objectives of the program:
- To Benefit low-income and moderate-income persons
- To aid in the prevention or elimination of slums or blight
- To meet community development needs having a particular urgency
Only one (1) proposal will be accepted for consideration from any city or organization. All applicants must submit a complete application, including cover sheet, proposal narrative, budget and support documents. Proposals must be submitted to the Fort Bend County Community Development Department, by 5:00 p.m. on Wednesday, March 18, 2026. No late proposals will be accepted. ESG
The purpose of the Emergency Solutions Grant program is to assist individuals and families quickly regain stability in permanent housing after experiencing a housing crisis or homelessness.
The objectives of the program are to improve the quality of existing emergency shelters for the homeless, to make available additional emergency shelters, to meet the costs of operating emergency shelters and to provide certain essential social services to homeless individuals and families and those at risk of becoming homeless.

HOME Investment Partnership Funds
The HOME Investment Partnerships program is designed to increase home ownership and affordable housing opportunities for low-and very low-income persons through tenant-based rental assistance, housing rehabilitation, rental housing development, assistance to first-time homebuyers, new construction, property acquisition, and relocation expenses.
Fort Bend County may use HOME funds for any of the above activities according to local housing needs. The HOME Investment Partnerships program assists in establishing new partnerships between states, localities, and non-profit organizations.
