Constable Patrick Quincy is a dedicated law enforcement leader with over 19 years of experience in community policing. A native of Baton Rouge, Louisiana, he enlisted in the United States Marine Corps in 1999 and later attended McNeese State University and Southern University. After graduating in the top 5 of his class from the Law Enforcement Academy, he worked with the Katy ISD Police Department before joining the Harris County Precinct 5 Constable's Office, where he held various leadership roles before becoming Chief Investigator with the Fort Bend County Attorney's Office in 2021.

Constable Quincy has received multiple accolades for his service, including award recognition from the Fort Bend County Judge's Office for combating human trafficking and the 2024 Officer of the Year Award. He has completed over 5,900 hours of law enforcement training and holds a Master Peace Officer certification from the Texas Commission on Law Enforcement. Active in community initiatives, he participates in outreach programs focused on crime prevention, youth mentorship, and community engagement.

Mission Statement

The Fort Bend County Precinct 4 Constable’s Office, in partnership with the citizens, recognizes the changing needs of our community, the civil/criminal process and law enforcement’s role in addressing those needs. Furthermore, we pledge excellence, initiative and integrity to enhance the quality of life throughout our precinct and Fort Bend County knowing those we serve deserve no less.

 


Reserve Division

Fort Bend County Precinct 4 Reserve Deputies consist of dedicated volunteers who serve the community with a strong commitment to public safety. Despite their volunteer status, these individuals are fully certified Peace Officers under Texas law, endowed with the same powers and responsibilities as their full-time law enforcement counterparts.

The Reserve Deputies bring a rich tapestry of backgrounds and professional experiences to their roles, contributing diverse perspectives and skills that enhance their effectiveness in serving the community. Whether they are engineers, teachers, business professionals, or retirees, each Reserve Deputy is united by a common goal: to protect and support the residents of Fort Bend County. Their passion for service and community engagement makes them invaluable members of the law enforcement team.

Traffic Enforcement

Residents are our best source of information regarding issues in the community.  One of the largest concerns among residents is the enforcement of traffic laws on the streets in the community.

Special enforcement may be requested to address traffic concerns within Precinct Four.  We will address concerns through speed studies, radar trailer and traffic enforcement.  Please call our office at 281-242-4014 or send an email to Constable4@FortBendCountytx.gov

Vacation Watch Request

If you are planning to be away on vacation or out of town for a period of two days or longer, you have the option to fill out a Vacation Watch form. This form enables you to notify our office so we can take special notice of your residence during your absence. Once completed, your form will be promptly submitted to the patrol deputy, who will ensure that your home is monitored while you enjoy your time away.

Warrant Unit

The Warrants Unit is comprised of highly motivated and experienced deputies who strive to clear warrants by bringing the offender into compliance with the court.

This is often affected through arresting the defendant, however, a defendant may contact our warrant division to receive a time frame to come into court, or to make payments to the court. The warrant will not be recalled until all fines are paid, and this is strictly the discretion of each deputy, but a defendant who is willingly cooperating with our office to pay fines will be given a reasonable time period to dispose of their case.

If you believe you have outstanding warrants and wish to cooperate with paying your fines please call our warrant division and speak to a deputy.

Justice Court

Deputies from the Precinct 4 Constable's Office serve as bailiffs for the Justice Court, playing a crucial role in ensuring the courtroom operates smoothly. Their responsibilities include maintaining order and tranquility during court proceedings, as well as providing a reassuring presence that upholds the integrity of the judicial process. Each session of the court sees these deputies actively engaged, monitoring the proceedings and ready to address any disruptions that may arise. Their commitment is essential to fostering a respectful and secure environment for all participants in the legal system.

Complimenting an Employee

As we recognize that conflicts between citizens and agency employees can arise, we also realize that there are times when employees go above and beyond their call for duty. Law Enforcement employees, like everyone else, appreciate it when their good deeds are noticed. Too often they are remembered for the traffic tickets they issue or the arrests they have to make, and not for the thousands of helping hands they extend.

If an Officer or Employee of the Precinct Four Constable’s Office provides a service that you feel they should be commended for, please write the Constable a letter or note to that effect, and share your feelings on what the Officer or Employee has done that deserves commendation. The Constable will see that it gets to the employee and that a copy is placed in the employee's personnel file. This boosts their morale and encourages them and all other Officers and Employees of the Department to be more positive about themselves and the service they provide. We are proud of the good relationship we share with the community in our Mission Statement.

Civil / Writ Division

The Texas Constable was established in 1823 under the leadership of Stephen F. Austin. The Constable and Sheriff were the primary law enforcement until 1828 when municipalities were established.

The many facets of civil process are the statutory responsibility of Texas constables. The largest volume of civil process involves serving notice to defendants of pending lawsuits, seizure of persons and property in dispute, and enforcement of judgments rendered by Texas courts.

Writ deputies receive special training in enforcement and collection of judgments. These individuals are the "enforcement arm of the judicial system". A Writ of Execution is issued by a court after a final judgment has been awarded. Executions require the officer to make demand on the judgment debtor and collect the entire judgment owed, or seize non-exempt property to satisfy the judgment amount. Citizens Complaints

If you have a complaint about a specific employee or incident, please call the Precinct 4 Constable’s Office at 281-341-4536 and ask to speak to a supervisor about the matter.  Our agency has posted its procedure for filing a complaint here online and in our front lobby.
