Purpose:
The purpose of the virtual public meeting  is to present the proposed project to the public and receive comments. The project proposes to widen FM 521 from CR 56 to SH 6 in Fort Bend County, Texas. The virtual meeting will consist of a narrated presentation by the project team, project exhibits and other information, and an opportunity to comment. Comments must be received on or before Friday, July 2, 2021, to be a part of the official meeting record.
 
Description:
The proposed project would accommodate future anticipated traffic demand and growth in the region and improve drainage, while enhancing safety by providing raised medians and dedicated turn lanes at select intersections. The length of the proposed project is approximately five miles. Existing FM 521 from SH 6 to CR 56 includes one 12-foot-wide travel lane in each direction and 8-foot-wide outside shoulders. The typical existing right-of-way (ROW) width is approximately 120 feet. The proposed improvements from SH 6 to CR 56 would involve reconstructing and widening FM 521 from two to four lanes with two 12-foot-wide travel lanes in each direction, a 16-foot-wide noncontinuous raised grassy median, a 10-foot-wide side path typically along the east side of FM 521, and a possible bridge at the railroad crossing. Left and right turn lanes and median openings would be provided at designated locations. A traffic signal warrant analysis was completed and determined four new traffic signal locations; two existing traffic signals will also be replaced.
Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
