Tattoo Obliteration by Infrared Light (TOBIL)

The Texas Gulf Coast Tattoo Obliteration by Infrared Light (TOBIL) is an inexpensive tattoo removal method for juveniles as well as any other appropriate candidates in the Texas Gulf Coast region. This method was perfected by Dr. Tolbert S. Wilkinson, M.D., a plastic surgeon in San Antonio.  He began a research project in 1995 involving an evaluation of an infrared delivery system that had been approved by the U.S. Federal Drug Administration for tattoo removal.  This method is virtually painless unlike the laser treatment for tattoo removal.  The cost is minimal because the program is carried out by trained doctors at AccessHealth, a federally funded health clinic.  The sliding scale fee is based on a patient's income.

This service is a partnership between the Fort Bend County Juvenile Probation Department,  AccessHealth, Dr. Tolbert S. Wilkerson, and the Houston Endowment Foundation.
