C.O.R.E. Court


C.O.R.E. is an acronym for Creating Opportunities Through Rehabilitation and Empowerment (CORE). This Court was established as a Juvenile Specialty Court pursuant to Texas Government Code, Chapter 121, that targets commercially sexually exploited persons. The CORE program offers a collaboration with the juvenile court system, juvenile justice system, local school entities, behavioral health services, and community-based resources to prevent or combat any issues that arise from sex trafficking. The CORE Program is one of many county-wide programs that is working to combat human trafficking in Fort Bend County. The program has historically been called the Girl’s Court when it was established in 2016 by Judge Susan Lowery, but the program has expanded to include all youth, regardless of gender. Attorneys who believe their juvenile client may be well-suited for this program may contact Juvenile Probation Officer Jasmine Dotson for additional information.
